ILOILO City – Social welfare workers in Western Visayas were saddened by the Commission on Appointment’s (CA) decision to reject the appointment of Judy Taguiwalo as Department of Social Welfare and Development (DSWD) secretary.
But they promised to continue serving the public in the absence of who they described as a hands-on and loving leader.
Majority of the powerful 24-member CA disapproved of Taguiwalo’s appointment.
“Personally nasuboan ko kay we have seen how Secretary Judy worked with the office,” said May Rago, public relations officer of the Social Welfare Employees Association of the Philippines (SWEAP) Western Visayas.
Rago was among the estimated 200 SWEAP members from DSWD Region 6 who staged a peaceful rally around 1 p.m. on Friday to “mourn” the CA decision. They were clad in black shirts.
The rally at the DSWD field office compound in Molo district was followed by a candle-lighting activity from 5 p.m. to 6 p.m. The progressive group Bagong Alyansang Makabayan – Panay joined.
Rago described Taguiwalo as a “good” and “hands-on” leader.
“Manami sia nga leader. Bisan sa mga disaster, nagagwa sia. Nakita gid namon ang pagpalangga niya sa mga empleyado sang DSWD,” she said.
But “wala man kami choice. We have to abide kon sin-o ang ibutang sa DSWD,” Rago added. “Padayon lang ang serbisyo sa mga pumoluyo.”
Yesterday, Malacañang announced the appointment of Emmanuel Leyco as DSWD officer-in-charge.
“Mr. Leyco is not new to the DSWD. He is currently the undersecretary for finance and administration. We wish him all the best,” China Jocson, assistant to the presidential spokesperson, said over state radio dzRB.
Leyco’s new designations will be “effective immediately,” Jocson added.
Leyco will head the department while President Rodrigo Duterte looks for a replacement for Taguiwalo.
Rago said they hope the new DSWD secretary will sustain their flagship programs, including Kalahi-CIDDS, Social Livelihood Program, Social Pension, and Supplemental Feeding. (With ABS-CBN News/PN)
