
FOR GENERATIONS, rice has been the backbone of agriculture in Western Visayas. Vast rice fields have shaped the landscape, sustained rural communities, and fed thousands of people in the region and other parts of the country. Rice farming remains indispensable to food security and the region’s economy.
But the challenges confronting agriculture today demand a difficult yet necessary conversation: Can Western Visayas continue relying almost exclusively on water-intensive rice farming in an era of extreme heat, prolonged droughts, and climate uncertainty?
The answer is becoming increasingly clear.
The critically low water levels now affecting major irrigation dams in Iloilo, Antique, Aklan, and Capiz are reminders that traditional farming practices are being tested by changing environmental realities. With key irrigation systems under stress and a possible “Super El Niño” looming, farmers are once again confronting the prospect of water shortages that could reduce harvests and threaten livelihoods.
The situation highlights a growing truth: saving agriculture may require farming smarter, not merely farming harder.
The National Irrigation Administration (NIA) Region 6 deserves credit for encouraging crop diversification and promoting drought-resistant alternatives such as mungbeans. While rice remains essential, diversification is no longer simply an option. It is becoming a necessity. For too long, many farming communities have depended heavily on a single crop. Such dependence creates vulnerability. When drought strikes, an entire source of income can disappear. When irrigation systems fail, entire communities suffer. A farming system built around one crop is a farming system exposed to enormous risk.
Crop diversification offers a practical solution. By incorporating drought-tolerant crops such as mungbeans, corn, peanuts, vegetables, and other suitable alternatives, farmers can reduce their dependence on large volumes of irrigation water while maintaining income opportunities during dry periods. Diversified farms are generally more resilient because losses in one crop can be offset by gains from another. Diversification provides a safety net when environmental conditions become unfavorable.
Equally important is the adoption of climate-adaptive farming practices. Modern agricultural technologies and techniques can significantly improve water efficiency. Methods such as alternate wetting and drying, promoted by NIA, allow farmers to use less water without substantially reducing yields. Improved seed varieties, precision farming technologies, better soil management, and climate-informed planting schedules can help farmers adapt to increasingly unpredictable weather patterns.
Yet these innovations remain inaccessible to many small farmers. Government agencies must therefore intensify extension services, training programs, and technical assistance to ensure that climate-adaptive practices reach even the most remote farming communities. Farmers cannot be expected to embrace new methods without adequate support, education, and access to resources.
But perhaps the biggest obstacle is not technology but mindset. Agricultural policies and programs have traditionally focused on maximizing rice production, often at the expense of broader resilience. While food security remains a legitimate priority, resilience must now become equally important. Producing more rice means little if recurring droughts repeatedly wipe out gains and leave farmers vulnerable.
Climate change is reshaping agriculture across the globe. Western Visayas cannot afford to rely solely on strategies designed for a different era. The drying irrigation dams are sending a powerful message. Agriculture must evolve if it is to survive.
