MANILA – Sen. Panfilo Lacson on Monday filed a resolution calling for the Senate to convene as a constituent assembly to discuss charter change.
A three-fourths vote in the Senate is required to propose amendments to or the revision of the 1987 Constitution, Lacson said in Senate Resolution No. 580.
The charter change proposal will pave the way for federalism, which the Duterte administration has been pushing.
“The current maelstrom generated by the differing opinions on how this amendments to or revision of the Constitution should take place and the ambivalent political positioning of those favoring one or the other mode of effecting such change, has caused bitter political bickering between and among our current political leaders in both houses of Congress,” said Lacson.
Last week Lacson said voting jointly on the proposed changes to the Constitution would only render the Senate “irrelevant.”
“Papayag ba iyong Senado na papasok kami sa isang joint session with the Lower House, knowing na 24 lang kaming mga senador? Ano pa’ng saysay ng Senado? Wala kaming boses doon, ibig sabihin tatango na lang kami, iiling,” he explained.
