ILOILO City – It is the Sangguniang Panlungsod and the Office of the Ombudsman that have the authority to discipline erring barangay officials, according to Mayor Jed Patrick Mabilog.
They can file administrative charges against these officials such as those involved in illegal drugs, he added.
“We will send a letter urging the City Council to file administrative charges against two barangay captains caught in antidrug operations recently,” said Mabilog.
The mayor was referring to Jolly Peñasales of Barangay Rizal, La Paz district and Dominador Deocampo of Baybay Tanza, City Proper.
Peñasales was caught in a buy-bust operation of the police and Philippine Drug Enforcement Agency on Aug. 11 while Deocampo was arrested for alleged obstruction of justice with his wife, Kagawad Marissa Deocampo. The couple allegedly tried to prevent the detention of their son, Police Officer 1 Domar Deocampo who arrested in a buy-bust operation.
“After consulting with city DILG (Department of Interior and Local Government) head Atty. (Ferdinand) Panes, we learned that it is only the City Council and the Ombudsman which have the authority to conduct administrative action against barangay officials,” said Mabilog.
Barangay officials in the metropolis are not exempted from operations against illegal drugs conducted by law enforcers, he stressed.
Mabilog earlier reiterated to barangay captains to prioritize the campaign against illegal drugs.
“We’re already putting some pressure on them so I hope they could already receive the signal that we are serious,” said Mabilog.
He added: “Barangay officials involved in illegal drugs must surrender and stop, and submit themselves for treatment and rehabilitation. That is what the Dangerous Drugs Board said to clear their names.”
Police Regional Office 6 director Chief Superintendent Cesar Hawthorne Binag said barangay officials who want to surrender are welcome in Camp Delgado, said Mabilog. (With a report from the Iloilo City PIO/PN)
