WE HAVE been talking about shit since last week but just as a figure of speech, particularly the inadvertent genocide committed by Noynoy Aquino and his gang of apathetic plunderers.
By that, we mean of course the Department of Health upon orders of then President Aquino vaccinating 700,000 schoolchildren with the experimental drug Dengvaxia, which resulted in placing these unfortunate school kids in grave mortal danger.
The drug’s manufacturer French pharmaceutical Sanofi Pasteur just announced that those previously not infected with dengue and vaccinated with Dengvaxia could contract a severe more fatal form of dengue.
This time we’ll be also talking about shit, but real shit, one that smells and basically unhygienic and you usually step on if you don’t look where you go.
We’re talking about dog shit or poop as some prefer to call it, but basically they’re one and the same. Here are excerpts from the Dec. 9 Panay News issue:
Pet owners should be responsible enough to scoop their pets’ poop.
This is the essence of the proposed “Poop and Scoop Ordinance” of Councilor Jose Ephraim “Jay” Treñas.
Up for second reading in the Sangguniang Panlungsod (SP), it seeks to promote responsible pet ownership.
“Pet owners taking their animals such as dogs for a walk in public places should do the cleanup of the poop,” said Treñas.
Violators face fine. The proposed penalties are the following:
* First offense – P500
* Second offense – P3,000
* Third and succeeding offenses – P5,000
Treñas is also pushing for an amendment to the City Pound Ordinance of 1997. He wants a mandatory registration of pets.
Barangays must have a database of pets, he said, “with photos para in case makagwa hapos matultol ang owners.”
The data base would also be useful in animal bite cases, he added.
Treñas also stressed the need for impounding facilities for stray animals.
You see people, dog shit or poop is not just a health and hygiene and environmental issue but a peace and order issue as well.
Imagine this scenario and this usually happens: you wake up one fine morning, rush to office only to step on fresh dog shit in your front yard. You know for a fact your neighbour owns a dog, so what’s a Pinoy macho man to do?
You bang on your neighbour’s door and confront him with your dog shit-stained sparkling new white Adidas Stan Smith trainers. What follows is that both your inner Manny Pacquiao is unleashed and the rest is history.
Yes, indeed, dog shit must be regulated. Take note that in doing so, animal welfare must not be compromised.
There is already in existence since 2007 a national law that specifically addresses this shitty issue (pun intended) and that is found in Republic Act (RA) 9482, otherwise known as the Anti-Rabies Law of 2007.
The specific provision is found in the law’s Implementing Rules and Regulations or IRR in Section 5, Responsibility of Owners, specifically Rule 5 (c).3. The owner shall be responsible for the proper collection and disposal of excreta/feces.
Moi had a chance to talk to “I Am Iloilo City” veterinarian Tomas Forteza, DVM, of course about this particular proposed city ordinance.
It seems that the veterinarian of “I Am Iloilo City” is not aware that there is a provision in the Implementing Rules and Regulations of the Anti-Rabies Law that already addresses the responsibility of “who scoops the poop.”
In fact, when moi suggested that the City Council of “I Am Iloilo City” should just adopt and tailor-fit this provision to suit “I Am Iloilo City’s” particular problem, Tomas Forteza insisted that no such provision exists in RA 9482 or the Anti-Rabies Law.
Of course moi gently reminded the “esteemed” veterinarian that it may have escaped his memory or he’s probably not just aware, considering he is focused on his very strategic function, that moi was a member of the Technical Working Committee that drafted the Implementing Rules and Regulations or IRR of the Anti-Rabies Law.
That came as a no surprise as several years back, Tomas Forteza, DVM also insisted that using carbon monoxide from the fumes of a car’s tambucho to put down impounded dogs is not cruel and illegal because he said there is no law that says so.
DA-AO No. 9 issued by then Secretary of Agriculture Proceso Alcala declaring the use of carbon monoxide as a means of euthanasia as prohibited and it’s use is a violation of the Animal Welfare Law.
