The West Panay Fault and the lessons we ignore

THE RECENT Western Visayas-wide earthquake and tsunami drill should not lull us into complacency. For beneath the calm surface of Panay Island lies a sleeping giant — the West Panay Fault — a 90-kilometer fracture cutting across the heart of the island, capable of unleashing destruction that could level towns, cripple cities, and rewrite maps.

Scientists have long warned of its power. The West Panay Fault runs through some of Iloilo’s most populated and fast-developing municipalities — San Joaquin, Miag-ao, Igbaras, Tubungan, Leon, Alimodian, Janiuay, and Lambunao — extending northward toward Tapaz in Capiz and Libacao in Aklan. It is a reminder that progress, if built without foresight, can become its own undoing. When the earth moves, unreinforced houses, substandard bridges, and aging public buildings will bear the brunt of our neglect.

Add to this the Negros Trench to the west — a potential source of tsunami-generating earthquakes — and the danger multiplies. So disaster preparedness cannot be confined to annual drills alone or symbolic observances. It must be systemic, data-driven, and sustained.

History has already given us a warning loud enough to echo through generations. The “Lady Caycay” earthquake of January 25, 1948, tore through Panay Island with a magnitude of 7.8, killing at least 21 people, injuring dozens, and destroying 55 churches — 17 of which collapsed completely. In Iloilo alone, belfries and stone churches in Jaro, San Joaquin, and Arevalo fell in ruins. The ground cracked open and waves surged along the Iloilo Strait. That event remains the second-strongest earthquake in Philippine history.

Seventy-seven years later, we must ask: have we truly learned? Have we strengthened the structures that matter — schools, hospitals, and government buildings? Have we audited public infrastructure along fault lines, or are we still trusting luck over engineering and science?

Preparedness cannot end with a drill. It must begin with a plan — one that includes updated hazard maps, strict adherence to the National Building Code, and retrofitting of old structures. Local governments must coordinate closely with the Philippine Institute of Volcanology and Seismology to identify high-risk areas, restrict construction on vulnerable zones, and ensure that every new public building can withstand a major quake. The absence of enforcement is not a lack of knowledge but a failure of will.

At the same time, public education must evolve beyond posters and one-day seminars. Earthquake awareness should be a lifelong learning process integrated into schools, barangay drills, and workplace safety routines. Banate’s low-tech but effective tsunami warning system — where the simple ringing of church bells mobilized an entire coastal community — proves that preparedness can be practical, affordable, and deeply cultural.

The West Panay Fault will move again; it is not a question of “if” but “when.” The true test is whether Western Visayas will be ready — or whether we will again rebuild from rubble.
