ILOILO City – Mayor Jerry Treñas issued an executive order containing general guidelines as the city reverts to General Community Quarantine (GCQ) due to rising cases of coronavirus disease 2019. Here are the salient points:
Safety response measures
* mandatory use of facemask and face shield
* physical distancing
* contact tracing and COVID-19 testing
* confinement at designated quarantine and isolation facilities
* localized containment in barangays
Alcohol ban
* The sale and consumption of any form of liquor or alcoholic beverages shall be absolutely prohibited, unless expressly lifted.
Curfew
* from 8 p.m. to 4 a.m. except for those working in business process outsourcing, warehouses and logistics (and similar businesses), ports, arrastre, food manufacturing, storage and preservation, hospitals, media, and other similar business or occupations
Limited movement
* persons more than 60 years of age; below 21 years old; pregnant women; persons with comorbidities, immune-deficiencies and other risk factors
* persons with disabilities shall not be allowed to leave their residences except to buy food, medicines and other essentials, or seek medical care
Prohibited industries
* spas, massage centers, facial centers and the like
* gyms, fitness studios, and other sports facilities
* libraries, archives, museums and other cultural activities
* travel agency and tour operators
* resorts, parks, beaches and other leisure/tourism establishments
* amusement centers including theaters, computer and online gaming shops, all-night clubs, pubs, casinos, cockpits
Prohibited activities
* entertainment-related mass gatherings including theaters, large concerts, festivals, conventions, shows, pubs and bars, food establishments
* business-related mass gatherings like trade shows, conferences, workshops and rentals
* politically-related mass gatherings like election rallies, polling centers, parades, and speeches
* sports activities, when they result into mass gatherings like trainings, tournaments; however, light jogging or brisk walking or tennis, or other non-contact sports may be allowed
* gambling
* activities of membership organizations
* other leisure and amusement activities that promote mass gatherings
Allowed industries and activities
* agriculture and fisheries industry and its entire value chain
*manufacturing and processing plants
* hospitals and medical clinics
* retail establishments, provided that these establishments shall be open from 7 a.m. to 7 p.m. only
* food preparation (for food service, takeout and delivery services of restaurants, fast food chains and other eating establishments. Dine-in clients are allowed, provided that the food establishment shall operate at 50 percent of the venue capacity, and with strict observance of the health protocols) and water refilling stations
* logistics service providers
* delivery services
* banks and capital markets (from 9 a.m. to 2 p.m.); money transfer services, payment and remittance centers
* public utilities (power, energy, water, information technology and telecommunication)
* postal and courier activities
* water collection, treatment and supply
* waste collection, treatment, and disposal
* sewerage, except the emptying of septic tanks
* veterinary activities
* repair and installation of machinery and equipment, computers and personal household goods
* services to buildings and landscape activities, except landscape care
* employment activities such as man-power activities for essential services
* security and investigation activities
* programming and broadcasting activities
* rental and leasing activities except for entertainment and mass gathering purposes
* accommodations used as quarantine facilities for OFWs and overseas Filipinos, as well as temporary accommodation for essential industries such as healthcare facilities, banks, BPOs, exporters and other frontline service sectors
* gasoline stations (including those that sell LPG)
* laundry shops, including self-service
* funeral services provided that wake and similar activities shall be limited only to 10 persons or less, provided further that the cause of death is not COVID-19 related
* places of worship and the conduct of religious services may be allowed, provided that the persons in attendance must not exceed 10 percent of the venue capacity
*export companies
* mining and quarrying
* media outfit operations
* essential public and private construction projects
* legal and accounting offices
* architecture and engineering activities
* scientific and research development
* advertising and market research
* publishing and printing activities
* motion picture, video, television program production, sound recording and music publishing activities
* barbershops, parlors, salons (including nail care), subject to compliance with strict health standards
* other non-leisure wholesale and retail establishments and activities: (1) wholesale and retail trade of motor vehicles, motorcycles, and bicycles, including their parts and components; (2) repair of motor vehicles, motorcycles, and bicycles (including vulcanizing shops, battery repair shops, auto repair shops); (3) hardware stores; (4) bookstores, school and office supply stores; (5) baby care supply stores; (6) pet food, pet care supplies, IT, communications, and electronic equipment, flower, jewelry, novelty, antique, perfume shops
Hotel and accommodation
No hotel or accommodation establishment shall be allowed to operate, except those accommodating the following:
* with guests who have existing booking accommodations for foreigners as of May 1, 2020;
* with guests who have existing long-term bookings
* with destressed OFWs and stranded Filipinos or foreign nationals
* repatriated OFWs in compliance with approved quarantine protocols
* non-OFWs who may be required to undergo mandatory facility-based quarantine;
* healthcare workers and other employees from exempted establishments under these Omnibus Guidelines and applicable Memoranda from the Executive Secretary/PN
