What happens to SKs sans chairmen and councilors?

ILOILO City – Sangguniang Kabataan (SK) or youth councils with no chairmen or lack councilors may be filled will appointees, according to the Department of Interior and Local Government (DILG).

Or there could be a special election to fill the vacancies, said DILG Region 6 director Anthony Nuyda.

The DILG would wait for the position of the Commission on Elections (Comelec) on the matter, he said.

In this city, two barangays did not have candidates for SK chairman during Monday’s synchronized barangay and SK elections – Libertad-Santa Isabel in Jaro district and Tanza Timawa in the City Proper.

Eight barangays, on the other hand, did not have candidates for SK councilor. These were Desamparados, Maria Cristina, Libertad-Santa Isabel, Magsaysay, Seminario, President Roxas, Sampaguita, and Yulo-Arroyo.

Overall in this city, there were 300 vacant SK positions, said Atty. Reiner Layson, city election officer.

In the option of making appointments to fill the vacancies, the President is the appointing officer under the law, according to Nuyda.

The President, however, may opt to delegate this function to, say, the DILG, he added.

Meanwhile, winners of Monday’s SK election will be officially assuming their posts on June 30.

According to Nuyda, the SK officials may take their oath on June 30 or earlier.

Before June 30, however, the SK officials must undergo mandatory training, said Nuyda.

The training is on the following:

* government decentralization and local governance

* history and salient features of the SK

* how to conduct meetings and craft resolutions

* how to do planning and budgeting

* code of conduct and ethical standards for  public officials

The training is from May 17 to 26./PN
