ILOILO — A highly competitive race for limited college scholarship slots has officially begun as the Iloilo provincial government opened applications for its flagship “Iskolar sang Iloilo Program” (ISIP) for School Year 2026–2027, offering just 125 slots province-wide.
With only 25 scholars allotted per congressional district, the program is expected to draw a surge of applicants as the provincial government started accepting submissions from March 9 until April 10, both online and through walk-in applications.
The ISIP is a four- to five-year college scholarship designed to support marginalized but deserving Ilonggo students, giving them access to higher education through financial assistance and academic incentives.
To qualify, applicants must be incoming first-year college students with a Senior High School General Weighted Average (GWA) of at least 90 percent, come from families earning not more than P180,000 annually, and be bona fide residents of Iloilo province with good moral standing.
Scholars must also enroll in state universities and colleges within the province, including the University of the Philippines (UP), West Visayas State University (WVSU), Northern Iloilo State University (NISU), Iloilo Science and Technology University (ISAT-U), Passi City College, and the Iloilo State University of Fisheries Science and Technology (ISUFST).
Required documents include the applicant’s Grade 11 report card (Form 138), proof of income such as a Certificate of Indigency, Income Tax Return (ITR), or BIR tax exemption certificate, a barangay-issued certificate of residency, and a valid ID.
Successful applicants will receive a comprehensive package of benefits, including food and fare allowance, learning resource assistance, thesis and on-the-job training (OJT) support, as well as incentives for graduating with Latin honors.
Applications may be submitted in person at the Human Resource Development Office on the third floor of the Iloilo Provincial Capitol or through the official online form accessible via QR code.
First implemented under Provincial Ordinance No. 20 in 1996, the ISIP continues to serve as one of the province’s key investments in education — now intensified by the growing demand for limited scholarship opportunities./PN
