BACOLOD City – “Riding in tandem” on motorcycles will now be regulated in this city.

An ordinance that the Sangguniang Panlungsod (SP) approved last week prohibits riding in tandem – a driver and a back rider – from 9 p.m. to 5 a.m.

Councilor Dindo Ramos, chairman of the SP Committee on Transportation and Traffic, authored the ordinance.

But the ordinance exempts back riders “constrained to ride motorcycles under emergency situations…as determined by the apprehending officers on duty.”

Back riders “with legitimate reason for travel at night in relation to their job, like call center agents, security force, or other similar line of work” are exempted, too, but they should present a valid identification card when flagged down.

Ramos initially proposed that the prohibition be from 9 p.m. to 4:30 a.m., and to include exemptions for female back riders and minors below 12 years old.

Rep. Greg Gasataya previously suggested banning riding in tandem over a certain period of time after receiving complaints that theft and robbery incidents have become rampant in the city.

Violators will be slapped with penalties.

Drivers will be fined P300 and may be imprisoned for three days while back riders will be fined P200 and may be imprisoned for two days, the ordinance stated.

The Bacolod Traffic Authority Office (BTAO), the City Legal Office and the Bacolod City Police Office shall enforce the ordinance.

The BTAO shall also “conduct an information drive through print and broadcast media” and put up posters “in conspicuous places” for 30 days to inform the public about the regulation./PN
