ILOILO – Eight towns and the component city of Passi defended their respective 10-year solid waste management plan before the National Solid Waste Management Commission (NSWMC) in Manila.
These towns are Miag-ao, Tubungan, Santa Barbara, New Lucena, Pavia, Lambunao, Dueñas, and Banate.
According to Mitzi Peñaflorida, senior environmental management specialist of the Provincial Environment and Natural Resources Office (PENRO), these local government units (LGUs) were among the 18 in the country summoned by NSWMC.
“During the deliberation, positive ang response sang mga commissioners,” said Peñaflorida.
Republic Act 9003 or the Ecological Solid Waste Management (ESWM) Act of 2000 mandates a systematic and comprehensive solid waste management program in every LGU.
On Oct. 24, members of the NSWMC and the technical working group will convene again to discuss the status of these Iloilo LGUs.
“May mga inputs ginhatag ang technical working group so amo pa na ang ginapa-comply sa kanila nga hopefully before Oct. 24 ma-resubmit nila ang mga lacking data and information,” said Peñaflorida.
She expressed confidence that the 10-year solid waste management plan of the LGUs will be approved.
Peñaflorida hoped, too, that by December this year all Iloilo LGUs would have presented and defended their 10-year solid waste management plans before the NSWMC.
Of Iloilo’s 43 towns and one component city, only Janiuay so far had its waste management plan approved by the Commission.
Among others, NSWMC is checking the final disposal activity of each LGU.
“From the source, ginatan-aw ang ila mga strategies kon paano ma-reduce ang waste before dal-on sa final disposal,” she said.
NSWMC is also encouraging the establishment of clustered sanitary landfills or other alternative ways to manage the solid waste.
In Iloilo, Peñaflorida said, there are proposals to establish clustered sanitary landfills per district – Miag-ao in the 1st District, San Miguel in the 2nd District, Janiuay in the 3rd District, Passi City in the 4th District, and San Rafael in the 5th District./PN
