BACOLOD City – Forty-five traffic law enforcers joined the Land Transportation Office (LTO) deputation seminar on Thursday and Friday.
Thirty were from the Bacolod Traffic Authority Office (BTAO) and 15 were from the Traffic Management Unit of the Bacolod City Police Office, according to LTO-Bacolod acting head Renato Novero.
The attendees in the seminar co-organized with the city government were five people short of the target 50 participants.
Only those who will pass the practical and written examinations after the seminar may be deputized, the LTO stressed.
Novero, also head of the LTO-Negros Occidental’s Enforcement Unit, discussed LTO registration, while city government consultant Celso Jimenez Jr. talked about “Filipino values for traffic enforcers.”
LTO Region 6 records officer Mary Ann Escabilla tackled the history of LTO, while Land Transportation Franchising and Regulatory Board Region 6 counsel Jose Marie Lamparero talked about law enforcement and the legal basis for deputation.
Gaudioso Geduspan II, chief of the Legal Section and deputy head of the Law Enforcement Service of the LTO Region 6, discussed Joint Administrative Order 2014-01, which sets stiffer fines and penalties for traffic violations.
LTO-deputized traffic enforcers shall enforce Republic Act 4136, or the Land Transportation and Traffic Code, and other traffic-related orders and policies, and the corresponding fines and penalties.
City Ordinance No. 09-16-790 grants all traffic officers/enforcers here the authority to confiscate the driver’s licenses of erring motorists after the issuance of citation tickets.
The LTO believes deputizing local traffic law enforcers will help address traffic problems./PN
