ILOILO City – The National Police Commission (Napolcom) Region 6 filed administrative charges against eight more police officers whom President Rodrigo Duterte linked to illegal drugs.
Superintendent Ronald Gepana, former regional intelligence unit chief, and Superintendent Ipil Dueñas, former Iloilo City Police Office intelligence officer, were charged with conduct unbecoming of a police officer.
Complaints for incompetence and gross neglect of duty were filed against Senior Superintendent Ricardo De La Paz, Superintendent Noel Lamsis, Chief Inspector Vicente Vicente, Superintendent Richard Gomboc, Superintendent Roderick Condag, and Chief Inspector Kenneth Ray Militar.
The charges were filed on Dec. 23 after a pre-charge investigation, Napolcom-6 spokesperson Allen Camering told Panay News.
De La Paz was chief of the Negros Island Region Police Office directorial staff; Lamsis, former Antique anti-illegal drugs task force chief; Gomboc, Police Regional Office 6 (PRO-6); Vicente, police chief of Pavia, Iloilo; Condag, former Iloilo Police Provincial Office (IPPO) intelligence chief; Militar, former police chief of Molo, Iloilo City.
Four alleged “narco-cops” were charged in November.
Senior Inspector Christopher De Jose of the PRO-6’s Special Operations Group was charged with grave misconduct.
Charged with incompetence and gross neglect of duty were Senior Superintendent Khasmir Disomangcop, former Iloilo City police director; Chief Inspector Rio Maymay, former chief of Police Station 1; and Senior Superintendent Ruperto Floro Jr.
“They failed to minimize, eradicate or suppress illegal drug activities in their areas of responsibility,” Napoleon Arostique, chief of Napolcom Region 6’s Technical Services Division, then said of the four.
There were “enough” evidence to charge all 12 police officers, Camering said on Tuesday.
All of them were currently detailed at the holding center of the Philippine National Police headquarters in Camp Crame.
Summary hearings on their cases will be held at the Napolcom-6 in 2017, said Camering.
Duterte named several Western Visayas police officers allegedly linked to drugs in a name-and-shame speech in August.
But the Napolcom-6 dismissed the cases against six due to lack of jurisdiction: Chief Superintendent Bernardo Diaz, former PRO-6 director, and retired officers Chief Superintendent Marietto Valerio; Superintendent Eugenio Malic; Senior Inspector Elvis Donasco; Inspector Nilo Duarte, former police chief of Arevalo, Iloilo City; and Senior Superintendent Gil Lebin, former IPPO director.
“Our central office handles the case of Director Diaz while the rest are already civilians,” Arostique said in November.
Lebin insisted his innocence.
“I’m really against illegal drugs,” he told Panay News in a phone interview. “In fact, during my stint as (Iloilo) provincial (police) director, we have arrested a lot of drug pushers. I never tolerated illegal drugs.”
