BACOLOD City – The Department of Social Services and Development (DSSD) conducted a consultation with juvenile justice partners yesterday.
The dialogue aims to inform stakeholders of their obligations in handling children in conflict with the law (CICL) and children at risk (CAR), DSSD head Pacita Tero said.
“They must know where to refer CICL and CAR upon rescue,” Tero added.
It was attended by the Bacolod City Police Office, the Women and Children’s Protection Desk (WCPD), police station commanders, social workers, and the Barangay Council for the Protection of Children (BCPC).
Under the Juvenile Justice and Welfare Act of 2006, minors below 15 years old are exempted from criminal liability.
Tero said CICL and CAR who committed heinous crimes will be referred to a youth facility like the Social Development Center in this City.
BCPC must have intervention programs to stop juvenile crimes, Tero said.
BCPC is in charge of CICL and CAR who commit “light offenses,” added the DSSD head.
Granada village chief Alfredo Talimodao said they lack the budget to carry out intervention programs.
Talimadao also said they already conducted dialogues in the barangay but parents did not attend.
For her part, WCPD head Senior Police Officer 4 Arlene Torendon said they are doing their part in rescuing CICL and CAR./PN
