BACOLOD City – At the Burgos public market in Barangay 19, a man was arrested for “creating alarm and scandal” on All Saints’ Day.

Police Station 4 officers caught the 28-year-old Ryan Parreño of Barangay 22 wielding a bladed weapon.

Prior to Parreño’s arrest, the 25-year-old Jermain Clavel, also a resident of Barangay 22, reported him to the police.
