BACOLOD City – Two persons filed a complaint against the Bacolod Bulk Water, Inc. (BBWI) at the Police Station 6 for its failure to abide with an Office of the Building Official (OBO) order.
The complainants were the 69-year-old Joh Sy of Barangay 1 and Jeffrey Gelangre, 40, of Barangay Taculing, who referred to themselves as “concerned citizens.”
Sy and Gelangre said BBWI continued to operate Injection Point 1 in Barangay Granada around 5:30 p.m. on Dec. 1 despite the OBO issuing a stoppage order on Nov. 28.
The BBWI received the order on Nov. 29.
To validate the allegation, OBO head Isidro Sun Jr. said he and his team will go to the site and conduct an inspection today.
Sun said if the allegation was proven true, OBO will once again serve BBWI a notice of violation.
The OBO issued the stoppage order pending approval of BBWI’s application for a certificate of occupancy.
For his part, BBWI chairman Ryan Yapkianwee said, “We have submitted requirements to the OBO. If the OBO asks us to stop, we will comply. People who are not involved cannot come to our plant and ask us to stop, especially if these people are doing it for self-interest.”
On March 2, 2016, the Bacolod City Water District and the BBWI entered into a P1.1-billion contract for the bulk water project in the city.
Under the contract, BBWI must supply water to the city from two water plants: the Injection Point 1 in Barangay Granada and Injection Point 2 in Barangay Mansilingan.
