BACOLOD City – Councilor Patrick Miguel Montilla of Isabela, Negros Occidental was awarded as an “outstanding stakeholder and partner” by the Department of Education (DepEd) during the Harvest of Excellence Awards 2017 at the SMX Convention Center at SM City Bacolod yesterday.
