BACOLOD City – Bacolod City is positioning itself as the permanent home of the Police Regional Office–Negros Island Region (PRO-NIR) after the city government expressed its intention to donate a four-hectare property for the establishment of the regional police headquarters.
City Administrator Atty. Mark Steven Mayo said the proposed site is located within the 17-hectare Abada-Arao Relocation Site in Barangay Vista Alegre. The city government will conduct assessments and surveys to determine the most suitable area for the project.
The evaluation will identify viable access roads and determine the best arrangement for both the city government and the Philippine National Police (PNP).
According to Mayo, the proposal stemmed from discussions between former PRO-NIR director Brig. Gen. Arnold Thomas Ibay and Mayor Greg Gasataya.
Following the request, the city government reviewed available properties and identified a suitable location for the regional headquarters.
At present, PRO-NIR operates from a temporary office at the Negros Occidental Police Provincial Office inside Camp Alfredo Montelibano Sr. in Barangay Estefania.
Mayo said hosting the regional headquarters would further strengthen Bacolod City’s role in law enforcement and contribute to maintaining peace and order.
“It will help improve the peace and order situation in the city,” he said.
The planned donation comes as PRO-NIR continues to develop its permanent infrastructure following its activation in March 2025.
The regional command serves the Negros Island Region, which covers Negros Occidental, including Bacolod City, Negros Oriental, and Siquijor under Republic Act No. 12000.
Complementing Bacolod’s initiative, Sagay City in Negros Occidental has also pledged support to the growing regional police organization by donating a three-hectare property in Barangay General Luna for the establishment of the PRO-NIR Regional Special Training Unit (RSTU).
Mayor Leo Rafael “Bebo” Cueva formally signed the Deed of Donation with the PNP, represented by Brig. Gen. Rolindo M. Suguilon, acting director of the PNP Training Service, during ceremonies held on June 9.
The facility will serve as a permanent training center for future police officers assigned to the Negros Island Region, helping strengthen law enforcement capabilities and enhance public safety services across the region.
“This is a milestone for Sagay City and for the Negros Island Region. By helping establish this training center, we are investing in future police officers who will serve our communities with discipline, competence, and commitment,” Cueva said.
Suguilon described the donation as a significant contribution to regional security and development.
“This donation is more than just a parcel of land. It is a valuable investment in a safer, more secure, and progressive future for the Negros Island Region,” he said.
