MANILA – Sen. Grace Poe is expected to deliver a sponsorship speech on the proposal to grant traffic emergency powers to President Rodrigo Duterte today, Wednesday.
Poe said the Senate version is slightly different from the Department of Transportation’s (DOTr) version of the bill.
“Mas detalyado ‘yung sa amin. Siyempre, ‘yung sa DOTr, pananaw nila iyon, pero noong ginagawa nila iyong mukhang hindi pa sila naguusap-usap ng ibang agensya masyado. So ‘yung sa amin, may consultation ng private sector, academe, pati na rin ‘yung mga non-government organizations at National Economic and Development Authority,” Poe, chairwoman of the Senate Committee on Public Service, said.
Acknowledging the delay in the passage of emergency powers, the senator said that her committee is ensuring that the enactment the act has safeguards against abuse of power.
“Kasi ang gusto nila mabilis na procurement process (at) free from litigation from the lower courts. Kung may ganoon kang gustong kapangyarihan, may kaakibat ‘yun na pagbabantay rin para hindi maabuso. Doon tayo nagsiguro,” Poe said.
On her assessment with Transportation secretary Arthur Tugade and calls for him to resign, Poe said she will discuss the matters in her sponsorship speech.
“Siyempre ang mga pangako na ‘yun long term and iba doon. Pero siguro naghahanap tayo ng proactive na… Kahit wala pang emergency powers ngayon, ano ba ang naging solusyon nila? Nakita natin na ang MMDA meron. Pero siguro, kailangan talaga ng isang traffic expert para mamuno bilang traffic czar.”
Poe also urged a close coordination between DOTr and Department of Public Works and Highways when implementing infrastructure projects./PN
