KALIBO, Aklan – The proposal to divide Aklan province into two legislative districts has been refiled in the 17th Congress.
House Bill 4670 will “enhance representation and better governance” across 17 municipalities, according to Rep. Carlito Marquez.
Under the measure, the first district shall be composed of Altavas, Balete, Banga, Batan, Kalibo, Libacao, Madalag, and New Washington.
These towns have a total population of 297,318, according to the 2015 Census of Population by the Philippine Statistics Authority (PSA).
Buruanga, Ibajay, Lezo, Makato, Malay (including Boracay Island), Malinao, Nabas, Numancia, and Tangalan shall compose the second district.
These municipalities are made up of 277,505 people, the PSA Census said.
Marquez stressed his proposal is a “calibrated and attuned version of HB (House Bill) 3860 filed during the 15th Congress and HB 112 filed during the 16th Congress by his predecessors.”
Based on the 2015 Census of Population, each proposed district in Marquez’s bill meets the 250,000 minimum population for a legislative district to merit representation in Congress (Section 5, Article VI of the 1987 Constitution).
“Each legislative district shall comprise, as far as practicable, contiguous, compact, and adjacent territory,” the Constitution stated. “Each city with a population of at least two hundred fifty thousand, or each province, shall have at least one representative.”
Aklan has a population of 574,823 and an average population growth rate of 1.35 percent from 2010 to 2015, according to the PSA Census.
Marquez said the creation of a new legislative district is a “popular, prevalent, general sentiment and outlook of Aklanons to improve the delivery of government services.”
