KALIBO, Aklan – Dr. Rafael S. Tumbokon Memorial Hospital is aiming for a Level 2 classification under the Department of Health (DOH).
The provincial hospital is currently a Level 1 facility, based on DOH Administrative Order No. 2012-0012.
Section 8 of Republic Act 4226, or the Hospital Licensure Law, provides for the classification of state-run hospitals based on compliance with manpower, equipment, construction, and physical activities standards and service capacities.
The Aklan provincial hospital has “95 percent” of the requirements for Level 2 classification and is expected to submit them to the DOH regional office in April, Supervising Administrative Officer Rex Robles told the Sangguniang Panlalawigan.
A Level 2 hospital has all Level 1 capacities, is equipped to offer services in medicine, surgery, pediatrics, and obstetrics-gynecology, and has a general Intensive Care Unit (ICU), neonatal ICU and high-risk pregnancy unit.
The provincial hospital is also upgrading its clinical laboratories to provide microbiology-culture and sensitivity procedures and have licensed medical technologists trained by the Research Institute for Tropical Medicine.
Under the old classification, Dr. Rafael S. Tumbokon Memorial Hospital is categorized as a secondary-level facility under the Economic Enterprise Development Department of the provincial government.
In 2012, then DOH secretary Enrique Ona classified Philippine hospitals based on ownership (government or private), scope of services (general or specialized) and functional capacity (Level 1, 2 or 3).
A Level 1 hospital must have an Operating Room to be able to provide surgical services, among others.
On the other hand, a Level 3 hospital has all Level 2 capacities plus a residency or teaching program. (With Aklan Forum Journal/PN)
