BACOLOD City – The Sangguniang Panlungsod (SP) requested the city government’s Permits and Licensing Division to adopt the Electronic Business Permit and Licensing System (E-BPLS).
E-BPLS is a Cloud-based software that enables local government units (LGUs) to process application for business permits and renewal of these permits electronically.
E-BPLS’ main features also include online application for retirement of businesses and business lines, computerized assessment of fees, taxes and charges, online printing of Tax Order of Payment, online printing of business permit, and endorsement module for the Office of the Building Official, and other LGU concerned offices.
Last week, the SP approved a resolution for the adoption of E-BPLS in the city government.
The resolution cited Section 5 of Republic Act 9485, or the Anti-Red Tape Act of 2007, which states, “all offices and agencies which provide frontline services are hereby mandated to regularly undertake time and motion studies, undergo evaluation and improvement of their transaction systems and procedures and re-engineer the same if deemed necessary to reduce bureaucratic red tape and processing time.”
Councilor Em Ang – author of the resolution – said there is a need to adopt the E-BPLS in the city to make business permit registration “faster and more convenient.”
The resolution is in line with Joint Memorandum Circular No. 1 series of 2016 of the Department of Interior and Local Government, the Department of Trade and Industry and the Department of Information and Communications Technology urging all LGUs to implement the E-BPLS in compliance with President Rodrigo Duterte’s directive to reduce the requirements and processing time of all government transactions./PN
