MANILA – President Rodrigo Duterte has pardoned former Antique governor Jovito Plameras Jr. who was sentenced to 10 years of imprisonment for graft.
But for his conditional pardon to take effect, the Office of the President told Plameras to settle his P2.65-million dues with the Antique provincial government.
The Office of the President issued the order on Friday, Jan. 13.
Plameras, through his legal counsel, sought executive clemency from President Duterte, citing his advanced age and health.
The former Antique governor and congressman is now 82 years old.
“The pardon is a welcome decision due to my client’s age. He also could not stand and walk on his own since half of his body is paralyzed, his blood pressure has been fluctuating,” said lawyer Antonio Alcantara.
Plameras was sentenced to a decade in prison for graft. His case stemmed for paying CKL Enterprises P5.67 million in 1997 for the ordered 1,354 grade school desks and 5,246 armchairs, but only 1,294 and 1,838 were delivered, respectively.
Plameras, who suffered a stroke that resulted to a partial paralysis of the left side of his body two years ago, appeal his case before the Supreme Court but lost as the high court sided with the Sandiganbayan ruling in 2013.
Plameras has been on hospital arrest at the Angel Salazar Memorial General Hospital in San Jose, Antique since April 2015 due to hypertension, which was diagnosed when he was about to be transferred to the New Bilibid Prison in Muntinlupa City, Metro Manila.
Late last year, the Sandiganbayan Special Third Division ordered the transfer of Plameras to a provincial jail in Antique on the advice of his doctors but not on NBP as he was not fit to travel by air./PN
