ANTIQUE – Gov. Paolo Javier will deliver his first State of the Province Address (SOPA) today, October 20, at the Legarda Hall of the Old Capitol Building in San Jose de Buenavista.
Now serving his first term as the province’s chief executive, Javier is expected to present his administration’s major accomplishments during his first 100 days in office and outline his development roadmap for the province.
Upon assuming office, Javier introduced his “4E” governance framework — effective, efficient, economical, and empathy — which, he said, would guide his administration’s policies and programs. He first articulated this vision during his inauguration on June 30, 2025.
Among his early flagship programs is the Provincial Electric Power Subsidy (PEPS), which provides a P500 monthly subsidy on electric bills for all residential consumers in Antique connected to the Antique Electric Cooperative, Inc. (ANTECO) and the Aklan Electric Cooperative, Inc. (AKELCO).
Implemented in August, PEPS has already benefited more than 100,000 households across the province, easing the burden of rising electricity costs for many Antiqueños.
Health care is also among Javier’s top priorities. He has been advocating for the implementation of a zero-billing policy at the Angel Salazar Memorial General Hospital, aiming to ensure that no Antiqueño is denied medical care due to financial constraints.
Today’s SOPA is expected to draw key provincial and local leaders, including Vice Gov. Genevive Lim-Reyes, members of the Sangguniang Panlalawigan, municipal mayors and vice mayors, and officials from various national and provincial government agencies.
Javier’s address will mark a significant milestone in his young administration as he lays out his plans to promote inclusive growth and strengthen public service in the province of Antique./PN
