Bacolod council opposes proposed four-day gun ban for MassKara

BACOLOD City — The Bacolod City Sangguniang Panlungsod (SP) has opposed the proposed four-day gun ban during the MassKara Festival 2026, saying security efforts should instead focus on loose, unregistered, and illegally possessed firearms.

The City Council approved a resolution expressing its opposition to the proposed blanket suspension of valid Permits to Carry Firearms Outside of Residence (PTCFOR) throughout Bacolod City during the festival, which runs from October 1 to 18.

The resolution, sponsored by Councilor Al Victor Espino, recognized the mandate of the Bacolod City Police Office (BCPO) to maintain peace and order and ensure the safety of residents, visitors, tourists, and festivalgoers.

However, the council said a citywide suspension of valid PTCFORs could primarily affect individuals who have complied with firearm licensing and permitting requirements, while those carrying loose or illegally acquired firearms are already operating outside the legal regulatory system.

The council urged the BCPO and other law enforcement agencies to intensify operations against individuals illegally possessing or carrying firearms, including the recovery of loose and unregistered guns and prosecution of violators under Republic Act 10591, or the Comprehensive Firearms and Ammunition Regulation Act.

It also called for strengthened police visibility, patrols, intelligence gathering, lawful checkpoints, security screening, and access control at MassKara venues, convergence areas, and other locations expected to draw large crowds.

The resolution noted that stricter firearm restrictions may be implemented in designated festival venues, security zones, schools, government facilities, and other sensitive or high-density areas when legally authorized and operationally justified.

The council stressed that its position does not diminish the city’s commitment to maintaining peace and order during the MassKara Festival but seeks to ensure that security measures are focused on unlawful firearms and illegal possession.

BCPO Director Col. Eugene Rebadomia said the police’s role was to recommend the proposed measure to the local government.

Rebadomia said he had no objection to the resolution approved by the City Council.

The BCPO earlier proposed a gun ban from October 15 to 18 as part of its security preparations for the MassKara Festival, with the recommendation subject to the decision of the local government./PN
