BACOLOD City – Who will be this capital city’s local youth development officer?

Sangguniang Kabataan (SK) Federation president Ayesha Joy Villaflor said Mayor Evelio Leonardia will choose either to appoint or elect someone in the position, as provided for under Republic Act 10742, or the SK Reform Act of 2015.

Department of Interior and Local Government’s Memorandum Circular No. 2017-36 mandates local chief executives to fully comply with the act.

A local youth development officer is tasked to provide the youth an avenue to actively participate in the conceptualization, planning, implementation, evaluation, and monitoring of youth development programs.

An elected SK officials is banned from being a local youth development officer.

Villaflor and Commissioner-at-Large Paul Pangilinan of the National Youth Commission (NYC) talked about the position when they met at the mayor’s office yesterday.

Aside from the need to designate a local youth development officer, Pangilinan also discussed with Villaflor the Philippine Youth Development Plan for 2017-2022, the government’s comprehensive development plan for young Filipinos, and other thrusts of the NYC./PN
