ILOILO City – The Regional Sub-Committee for the Welfare of Children (RSCWC) in Western Visayas is pushing for the reactivation of local councils for the protection of children (LCPC), most especially in the barangays.
According to Raji Alvarado, technical staff of RSCWC in Western Visayas, LCPCs play an important role in the promotion of children’s welfare.
Since LCPCs’ inception in 1987, many of them were “functional only in paper,” said Alvarado.
Some barangays do not even know about it, Alvarado added.
LCPCs at the municipal level are headed by the mayors. In the barangays, these are led by the barangay captains.
“Tanan nga affairs sa children, ang LCPC dapat ang gatutok like (drug) intervention and diversion programs, monitoring sang mga kabataan nga may mga cases, even street children,” said Alvarado.
Of the 101 local government units in the region, 89 have functional LCPCs, said Alvarado, citing Department of Interior and Local Government (DILG) data.
Functional LCPCs are those that, among others, hold meetings, have organizational structures and officers, have programs and services for children, said Alvarado.
RSCWC wanted to “capacitate” LCPCs.
The RSCWC and Department of Social Welfare and Development are the lead agencies in the celebration of National Children’s Month this November. This year’s theme is “Bata: Iligtas sa Droga.”/PN
