ILOILO City – It’s all system’s go for the staging of the 50th edition of Dinagyang Festival on January 2018.

In a special session on Nov. 3, the Sangguniang Panlungsod (SP) unanimously approved the memorandum of agreement (MOA) between the city government, Iloilo Dinagyang Foundation, Inc. (IDFI) and the Parish of San Jose De Placer for the holding of the city’s world-famous annual festivity.

It gave authority to Mayor Jose Espinosa III to sign the MOA on behalf of the city government.

City hall would be releasing P18 million to the IDFI. It’s a subsidy for tribes participating in the Dinagyang ati tribes and Kasadyahan competitions, and other festival-related expenses.

The foundation plans to release a P1-million support to each ati tribe and P500,000 to each Kasadyahan cultural contest contingent.

Among the terms of reference and conditions in the MOA were:

* creation of the Dinagyang Executive Board for 2018 composed of nine members and a chairman to be designated by the city mayor; it shall act as decision-making body of all matters and issues relating to the conduct of Dinagyang 2018

* IDFI must submit financial and physical status reports to the city government after the festival

* the liquidation of financial assistance shall be made by IDFI to the city government within two months from the culmination of festivities; it shall submit the liquidation report (final fund utilization report) in accordance with the Philippine Accounting Standards

* IDFI acknowledges the right of the city government to monitor and inspect the implementation of the project and open its records in favor of and actual supervision by the latter

Dinagyang is Iloilo City’s version of the Ati-atihan celebrations widely observed not only in Panay Island but also in other parts of the country. It may not be as ancient as the one in Kalibo, Aklan but it is known more for the participants’ impressive choreography and striking costumes that reflect the ingenuity, craftsmanship and artistry of the Ilonggos.
