MANILA — Davao City mayor Sebastian “Baste” Duterte has been ordered to testify and turn over records of city government transactions involving GenCorp Industries Inc., a company his sister Vice President Sara Duterte-Carpio declared as a business interest, as the Senate impeachment court widens its examination of her financial interests.
The mayor’s office formally received the subpoena on Sept. 22 through the Davao City government’s administrative services division, according to the receiving stamp on the document.
The impeachment court directed Duterte to appear before the Senate on Sept. 28, 29 and 30 at 10 a.m. to testify in the impeachment proceedings against the Vice President.
“You are hereby commanded to appear before the Senate Impeachment Court, on September 28, 29, and 30, 2026, at 10 a.m., at the Senate of the Philippines, J.W. Diokno Boulevard, Pasay City, then and there to testify your knowledge in the case which is before the Court in which the House of Representatives has impeached Vice President Sara Zimmerman Duterte,” the subpoena read.
Aside from his testimony, Duterte was ordered to produce certified true copies and complete electronic copies of relevant official records under the custody or control of the Davao City government.
The electronic records must also be submitted in three USB flash drives and cover contracts and similar transactions entered into by the city government from 2020 to the present involving GenCorp and corporations or entities that own or operate Jollibee branches or establishments.
GenCorp has emerged as part of the prosecution’s presentation concerning Duterte-Carpio’s declared business interests. The Vice President listed the company as a business interest in her 2024 and 2025 Statements of Assets, Liabilities and Net Worth.
The subpoena comes after Duterte acknowledged that the Davao City government entered into 19 contracts with GenCorp with a combined value of P33.2 million.
The mayor, however, maintained that he and other Davao City government officials were unaware of his sister’s declared interest in the company when the transactions were undertaken.
He also said the name “Duterte” did not appear in the corporate documents GenCorp submitted in connection with the 19 contracts and maintained that the transactions complied with government procurement requirements.
Duterte is expected to explain the transactions and produce the requested city government records when he appears before the impeachment court from Sept. 28 to 30.
His testimony will form part of the Senate impeachment court’s examination of the Vice President’s declared business interests and government transactions involving companies linked to those declarations./PN
