BACOLOD City – The Bacolod Bulk Water, Inc. (BBWI) already secured a certificate of occupancy from the Office of the Building Official (OBO) but its “official delivery” will not be anytime soon.
The certificate was issued on Dec. 6, a day after an inspection team led by Engineer Nestor Velez of the OBO went to Injection Point 1 in Barangay Granada.
“They can now officially deliver bulk water,” said Isidro Sun Jr., head of OBO.
For his part, BBWI chairman Ryan Yapkianwee thanked the OBO and the local government unit (LGU) for the speedy release of the necessary permits for their operation.
Yapkianwee said he is hoping that “self-serving individuals with vested interests would follow the example of the LGU” by showing “utmost support and cooperation.”
He added that “in the end, BBWI’s success will ultimately uplift the lives of people in Bacolod.”
“We haven’t formally operated yet but the water is already there,” Yapkianwee stressed.
According to Bacolod City Water District (Baciwa) assistant general manager for operations Jenelyn Gemora, the delivery of bulk from BBWI will be treated as a “test run” even after the release of the certificate of occupancy.
Gemora said a turnover of some documents from BBWI’s technology provider has yet to be done.
“We will wait for Baciwa’s decision,” said Yapkianwee.
On Nov. 28, the OBO issued a notice of violation to BBWI for the operation of its Granada water plant without a certificate of occupancy.
After receiving the notice on Nov. 29, BBWI filed its application for the certificate before the OBO.
BBWI is a consortium of the Mactan Rock Industries, Inc., Tubig Pilipinas Group, Inc. and TGV Builders, Inc.
It signed a P1.1-billion contract with Baciwa in March last year for the delivery of bulk water across the city from two water plants: Injection Point 1 in Barangay Granada and Injection Point 2 in Barangay Mansilingan.
