SAN JOSE, Antique – To ensure sustainable fishing in municipal waters of Antique, local government units reviewed their respective municipal fishery ordinances.
some 50 Sangguniang Bayan committee on agriculture and fisheries chairmen, agricultural technologists on fisheries, personnel of the Philippine Coast Guard and Office of the Provincial Agriculturist recently gathered in a three-day seminar-workshop to review their respective ordinances and management of their aquatic resources.
Their goal was to stabilize the supply of food and people’s livelihood, said Provincial Fishery Officer Erwin Ilaya of the Bureau of Fisheries and Aquatic Resources (BFAR).
BFAR Region 6 assistant director Carlito Delfin urged the participants to enact appropriate ordinances consistent with the country’s fisheries law.
“The seminar also the raised awareness of participants on the importance of strategies to curb illegal fishing,” Ilaya said.
The participants lamented the intrusion of big commercial vessels in municipal waters; this affected small fisherfolks, they said.
Ilaya said illegal fishing and other illegal activities may be traced to the lack of enforcement plans and programs of some local government units.
The topics discussed during the three-day seminar included:
* Overview of Ecosystem Approach to Fisheries Management
* The Mechanism, Importance and Legislation of a Municipal Fishery Ordinance
* Framework of Local Legislation on Fisheries Management
* LGU Devolved Functions
* Salient Features of the Philippine Fisheries Code
* Guidelines on the Review of Municipal Fishery Ordinance
