MANILA – A party-list representative has proposed a law that will require all public officials and employees to open their bank deposits for scrutiny if necessary.
Under House Bill No. 7146, public officials and employees must sign a written permission for the Office of the Ombudsman to examine, inquire or look into their bank deposits.
The measure also requires public officials and employees to waive their bank secrecy rights, according to Rep. Carlos Isagani Zarate (Bayan Muna), author.
Zarate said the bill amends the Code of Conduct and Ethical Standards for Public Officials and Employees.
It aims to “stop public officials and employees from hiding undeclared income,” said the congressman.
Moreover, the bill will hold to account public officials and employees making incorrect income declarations in their statements of assets, liabilities and net worth, Zarate said.
“Deterrents” currently in place “do not stop public officials and employees from hiding undeclared income, which in turn hampers transparent governance and anti-corruption mechanisms,” he said./PN
