MANILA – Sen. Nancy Binay sought a full review of disaster risk reduction and management (DRRM) protocols in light of the devastation left by tropical storm “Vinta” to “find out if there are loopholes in the system.”
A total of 164 people died amid “Vinta” in regions 9 and 10 and the Autonomous Region in Muslim Mindanao while 176 went missing, according to the National Disaster Risk Reduction and Management Council (NDRRMC).
The review will determine the “steps to take to address [the loopholes],” Binay said as she encouraged local governments to have a “zero-casualty mind-set” to improve disaster preparedness efforts.
“Habang nakikiramay kami sa mga nawalan ng mga mahal sa buhay dulot ng mga dumaang kalamidad, nais rin nating maiwasan ang mga ganitong pangyayari sa hinaharap,” she said.
Lanao del Norte province, and the towns of Tambulig, Siocon, Gutalac, Salug, and Labason in Zamboanga del Norte province were placed under a state of calamity.
What happened in Zamboanga Peninsula and northern Mindanao was “unacceptable,” Binay said, noting that the number of affected locals remained high despite technologies and government programs providing early warning.
Moreover, Binay called for a review of existing land use plans and geohazard maps, which she said should be “regularly updated.”
She also urged the NDRRMC and its regional office to conduct more training for local disaster responders and the communities.
“If earthquake drills are a regular activity in Manila, we must make drills on preparations for typhoons, flash floods and landslides in the provinces a regular activity as well,” said Binay./PN
