ILOILO City – The National Police Commission (Napolcom) found a police officer of the Boracay Tourist Assistance Center (BTAC) guilty of maltreating a man inside the police station and dismissed him from the service for grave misconduct.
Senior Police Officer 1 Anthony Cenal was just a Police Officer 1 when slapped with an administrative complaint before Napolcom 10 years ago. It took the Commission a decade to decide on the case.
The complainant was a resident of Roxas City visiting Boracay, Jan Chris Atienza. He accused Cenal of mauling and pistol-whipping him at the BTAC on July 29, 2006.
Around 8 p.m. of that day, Atienza and two friends – the Dollete brothers Glen and Parle – boarded a tricycle that Cenal was also riding.
If Atienza were to be believed, he tapped Cenal’s shoulder, mistaking it that of Glen’s. The policeman got angry.
“Wala ka kilala sa akon? Pulis ini (Don’t you recognize me? I’m a policeman),” Atienza quoted Cenal as supposedly telling him.
Cenal arrested Atienza and brought him to the BTAC. He claimed it was not a mere tap but Atienza hit him on a shoulder.
In his complaint, Atienza stated that Cenal and four other companions brought him to the hospital after mauling him and they forced him to sign a black piece of paper.
Cenal denied mauling or pistol-whipping Atienza. He claimed the complainant sustained the injuries from jumping off the tricycle in an attempt to escape arrest and that Atienza also stepped on the wet floor of the BTAC, lost his balance and accidentally hit his head.
Napolcom did not buy Cenal’s explanation. In a five-page decision, it cited aggravating circumstances that should lead to the police officer’s dismissal such as committing the offense within the police station and taking advantage of his position./PN
