SAN JOSE, Antique – Gov. Rhodora Cadiao will not allow the operation of Small Time Lottery (STL) in the province.
A certain Angel Capadocia recently asked her that he be allowed to operate STL, Cadiao said.
“I told Mr. Capadocia that I will not allow STL in Antique,” she said. “As long as I am the governor, there can be no gambling in the province, including STL.”
Cadiao added: “I hate gambling. I believe STL is still gambling even if it is legal.”
According to the governor, Capadocia intends to seek endorsement from the Sangguniang Panlalawigan.
“He can approach the (Provincial) Board members. It is his privilege,” said Cadiao. “But I doubt the Board members will support the operation of STL.”
She added: “What I know is that majority of our Board members are antigambling, like Fernando Corvera, Vincent Piccio, Errol Santillan, Santiago Lotilla IV, Pio Sumande, Egidio ‘Dong’ Elio, and our new ex-officio member, PCL (Philippine Councilors’ League Antique chapter) president Julius Tajanlangit.”
According to Cadiao, these Board members are “very religious” and would support other sources of livelihood, like goat- and hog-raising and food processing, instead.
Capadocia was reportedly once a liaison officer for former governor Exequiel Javier and an incorporator for Greater Antique Development Cooperative (Grand Co-op).
Grand Co-op figured in a graft charge the Ombudsman lodged against Javier and several former and current Patnongon officials in connection with the use of Javier’s congressional allotment when he was a lawmaker for a P10-million rice mill project.
Capadocia is also the Antique coordinator for Kilusang Pagbabago, a flagship program of the Duterte government — a social movement that aims to solidify people’s participation in the programs of the national government for the poor where funds go directly to the brangays without going through the usual channels.
