Capiz gov’t ditching Sinadya sa Halaran

ROXAS City – It’s official: the Capiz provincial government is not participating in the Sinadya sa Halaran in December.
Capitol cited “lack of planning” and “necessary coordination” on the part of the Roxas City government.
Planning and consultation with government agencies, the religious sector and nongovernment organizations should have been done earlier, Gov. Antonio del Rosario told a recent news conference.
But as of this writing Mayor Angel Alan Celino has yet to coordinate with the provincial government, the governor said.
Del Rosario wants to ensure the taxpayers’ money that capitol will use for the festival “will reap economic returns for the people.”
Sinadya sa Halaran is a merging of the festivals Sinadya and Halaran, originally separately held by Roxas City and Capiz province, respectively. It was first held from Dec. 1 to 8, 1992.
On Oct. 24 Panay News reported that the two local governments have not yet decided on what civic activities to handle.
“As of this moment, we are in a quandary,” Angelique “Alger” Inocencio, a senior officer at the City Tourism Office, told this paper. “We do not yet know what the provincial government’s official decision is.”
“My information is the governor issued a statement over the radio that, possibly, they will not join Sinadya sa Halaran due to lack of funds,” he said.
The Catholic church, through the Immaculate Conception Metropolitan Cathedral, has been handling all religious activities for Sinadya sa Halaran. This year’s edition is set from Dec. 4 to 8.
Civic activities, which add color to the festivity, are handled by capitol and city hall.
But Inocencio said city hall is ready to push through with the celebration even without support from capitol. “We are even ready to change the title of the celebration to Halaran only,” he quipped.
Del Rosario said that when he was Roxas mayor, they started preparing for the festival as early as August, and villagers were involved in activities, like the Parada sang mga Higantes (Parade of the Giants), which had been discontinued.
