BACOLOD City – Councilor Wilson Gamboa Jr. sought the creation of a task force that will restore and preserve historical and cultural buildings.
“Local government units play an important role in the development, promotion and preservation of Filipino culture, and [encouraging] the participation of the people in the development and preservation of Filipino identity,” Gamboa said in his proposed ordinance, citing Section 16 of the Local Government Code.
Under the measure, the task force shall be led by a chairman and a cochairman.
Its members shall include the chairmen of the Sangguniang Panlungsod committees on tourism and on culture and arts; the city engineer; the city planning and development officer; city historians; and a Department of Education representative.
Under the 1987 Constitution, the State shall “conserve, develop, promote, and popularize the nation’s historical and cultural heritage and resources, as well as artistic creations,” said Gamboa.
“All the country’s artistic and historic wealth constitutes the cultural treasure of the nation and shall be under the protection of the State, which may regulate its disposition,” he added.
Under the measure, owners, administrators, or persons or corporations managing or administering such buildings and structures shall be prohibited from destroying or demolishing them.
The councilor also cited the National Cultural Heritage Act of 2009, which “protects and promotes the nation’s cultural heritage, its properties, and histories and ethnicity of local communities.”/PN
