Capiz guv Tony faces rap over ‘irregular’ security service contract

ROXAS City – A complaint against Capiz governor Antonio “Tony” del Rosario was filed at the Office of the Ombudsman in relation to an alleged irregular security service contract.

Essex Quintia – chairman of the Partido Demokratiko Pilipino–Lakas ng Bayan in Capiz –  lodged the complaint at the Ombudsman office in Iloilo City on Dec. 12.

“The Ombudsman informed me through text and through call that they will invite me anytime to go to Ombudsman-Cebu,” Quintia told Panay News.

Quintia in his complaint said del Rosario – “for and on behalf of the Province of Capiz” – entered into a contract for security services with PERLITE Security Agency on Feb. 1, 2018 without holding a required public bidding.

The security agency is owned by del Rosario’s sister Carmen del Rosario-Andrade, said Quintia.

“I am requesting the Office of the Ombudsman to conduct an investigation/s on any criminal law violation/s committed by Governor Antonio Del Rosario,” he wrote in the complaint.

He added: “The provincial government engaged the services of the security agency to maintain peace and order at the Governor’s Mansion in Barangay Lanot, Roxas City to watch, safeguard and protect the property of the client from theft, robbery, arson, and destruction or damage, to protect their officials, employees, visitors and guests of the client from assault, threat or intimidation and to enforce and implement rules, policies, and regulations of the client aimed at maintaining security and safety in the said premises.”
