CEBU City – The Office of the Ombudsman-Visayas dismissed from government service Dumanjug, Cebu mayor Efren Guntrano Gica for grave misconduct and dishonesty.

Portia Pacquiao, Ombudsman graft investigation and prosecution officer, said Gica tampered a restaurant receipt in 2014 to bloat the amount to P21,435 from P11,435.

The Ombudsman barred Gica from working again in government.

Gica also faces trial for malversation of public funds, three counts of falsification of official documents, and for violation of the Anti-Graft and Corrupt Practices Act.

Gica said he will file a motion for reconsideration on the Ombudsman’s order. He said he received the Ombudsman’s dismissal order on Jan. 31 and was surprised that the anti-graft office resolved the complaint based only on the evidence presented by the complainant, former Dumanjug mayor Nelson Garcia.

He said they never received a subpoena from the Ombudsman ordering him to submit his counter-affidavit.

Gica said Garcia committed forum shopping because he filed a similar complaint before the Cebu Provincial Board in 2015.

“We will just keep our fingers crossed that the Ombudsman will listen to our argument,” said Gica. (PNA)
