BACOLOD City – The Commission on Human Rights (CHR) started its investigation into the death of an inmate at the Negros Occidental Provincial Jail in Bago City, Negros Occidental on Jan. 18.
CHR investigator Vincent Para went to the jail facility on Tuesday, he told Panay News.
The investigation will look into the possible liabilities of the Bureau of Jail Management and Penology (BJMP) personnel on the death of the 34-year-old Rene Boy Alvarez of Barangay 4, Himamaylan City, Negros Occidental.
Police investigation showed that Alvarez died of injuries on the different parts of the body due to mauling.
Alvarez was brought to the Bago City Hospital where attending physician Dr. Marco Beñosa pronounced him dead.
According to Para, Alvarez’s family is questioning the jail officers’ intervention or lack thereof during the mauling.
The family members said Alvarez was not immediately brought to the hospital – something that might have saved his life.
Citing investigation records, Para said the mauling happened around 2 p.m. Alvarez was brought to the hospital around 4:20 p.m. on the same day.
Para added that he failed to talk to jail warden Senior Inspector Alexander Sy because the latter was not in his office on Tuesday.
Instead, Para talked to the jail medical officer and some jail guards, he said.
Para has yet to have a copy of the results of Alvarez’s post-mortem examination. This, he said, he will get from Alvarez’s family.
Last week, the Philippine National Police and the BJMP Region 6 conducted a parallel investigation into the case.
Alvarez was previously detained at the Kabankalan City District Jail, the Metro Bacolod District Jail-Special Intensive Care Area and the Himamaylan City District Jail.
He was moved out from the jails because of his involvement in commotions, police said./PN
