
ILOILO Province’s recent sweep of regional disaster risk reduction awards is a reward for years of hard work, coordination, and growing professionalism in local governance. A “beyond compliant” rating is no small achievement. It signals that systems are in place, plans are updated, and institutions are functioning as they should.
But even as Iloilo celebrates, a harsher reality looms — climate change is rewriting the rules of disaster.
The standards that earned Iloilo its accolades are largely based on present conditions and historical risks. Yet the threats of tomorrow will not look like those of yesterday. Typhoons are growing more intense, rainfall patterns more erratic, storm surges more destructive, and heat episodes more prolonged. What was once considered a “worst-case scenario” is fast becoming the new normal.
Are Iloilo’s systems built not just for today — but for what’s coming next?
The province has shown promising strides. Pre-emptive evacuations during recent storms, strengthened local response teams, and the institutionalization of disaster frameworks like the “4K for MoRProGRes” all point to a government that is learning and adapting. The passage of laws mandating resilient evacuation centers and anticipatory action based on forecasts adds another layer of preparedness.
But preparedness must now evolve into future-proofing.
Are evacuation centers designed to withstand stronger winds and deeper flooding than those recorded in the past? Are drainage systems and flood control projects calibrated for extreme rainfall, not average conditions? Are coastal communities protected against higher storm surges driven by rising sea levels?
And perhaps most urgently — is Iloilo ready for extreme heat?
While typhoons dominate disaster discourse, heat is the silent and often overlooked threat. Schools, workplaces, and public spaces are increasingly exposed to dangerously high temperatures. Health systems must be ready not only for injuries from storms, but also for heat-related illnesses that can quietly claim lives.
Future-proofing also demands a shift in mindset — from reactive to predictive, from compliance to innovation.
Early warning systems must become more precise and accessible. Local governments must invest in climate data, scenario planning, and risk modeling that anticipates not just the next storm, but the next decade of environmental change. Infrastructure must be designed not for convenience or cost-saving, but for endurance.
Equally important is ensuring that no community is left behind.
It is one thing for highly urbanized or well-funded LGUs to adapt; it is another for smaller, resource-constrained municipalities to keep pace. Climate change will not strike evenly — and neither should preparedness. A province-wide resilience strategy must address disparities, ensuring that vulnerable communities are not the weakest link in an otherwise strong system.
The danger of awards is that they can create a sense of completion. But climate resilience is never complete. It is a moving target, shaped by forces beyond local control but demanding local action.
In the age of climate change, the real test is not how well a province performs under known conditions — but how well it survives the unknown. And when that test comes, as it inevitably will, preparedness will not be measured in certificates — but in lives protected, communities sustained, and a future secured against the worst that nature can deliver.
