MANILA – Senators welcomed the creation of a consultative committee tasked by President Rodrigo Duterte to review the 1987 Constitution.
Duterte tapped former Chief Justice Reynato Puno to head the committee created through Executive Order (EO) 10.
“The work of the Puno Commission will be a valuable input to the Senate,” said Sen. Franklin Drilon.
Drilon, the minority leader, asked the Senate Committee on Constitutional Reforms to continue its hearings and hear other expert testimony.
Sen. Aquilino Pimentel III said Duterte’s move to convene the body was a “welcome development.”
“That is part of the executive’s effort to review the current constitution,” Pimentel said.
The Senate chief added that Congress will have its own mechanisms.
Sen. Vicente Sotto III, majority leader, said Duterte’s consultative committee could be “useful” in amending the Charter.
Aside from Puno, former Senate President Aquilino Pimentel Jr., Fr. Ranhilio Aquino, retired Supreme Court Justices Antonio Eduardo Nachura and Bienvenido Reyes, and Roan Libarios, Edmund Tayao, Victor de la Serna, Virgilio Bautista, Rodolfo Robles, Julio Teehankee, Eddie Alih, Ali Balindong, Laurence Wacnang, Reuben Canoy, Arthur Aguilar, Susan Ubalde-Ordinario, Antonio Arellano, and Randolph Parcasio were also named to the panel.
Under EO 10, the committee is tasked to “study, conduct consultations, and review the provisions of the 1987 Constitution including but not limited to the provisions on the structure and powers of the government, local governance, and economic policies.”
They have a six-month deadline to submit the results of the review to the President, who will transmit such to Congress./PN
