BACOLOD City – Negros Occidental Provincial Administrator Lucille Gelvolea defended Human Resource Management Office (HRMO) head Atty. Annabelle Palic amid the delayof the renewal and hiring of casual and contractual employees of the provincial government.
According to Gelvolea, the HRMO must not be blamed for the current “snail-paced” renewal and hiring process at the capitol.
The HRMO is only complying with the Civil Service Commission (CSC) Omnibus Rules on Appointments released in 2016, Gelvolea said.
Gelvolea explained that unlike before, the list of all positions that must be filled must be submitted first to the CSC central office for publication.
The CSC will also be the one to determine when to start processing appointments in local government units.
Gelvolea added that a delay in the release of salaries of casual employees is expected after the renewal period or the start of the fiscal year.
But she assured that upon the completion of the all the requirements, the salaries will be released in full.
Gelovolea also said the implementation of the third tranche of wage increase this year contributed to the delay in the release of the salaries.
The capitol added that even regular employees had experienced delays in the release of salaries this month./PN
