MANILA — The Department of Education (DepEd) has ordered all public schools nationwide to conduct low-cost, no-frills graduation and moving-up ceremonies for School Year 2025–2026, banning mandatory fees and extravagant celebrations to shield families from the impact of rising fuel and commodity prices.
In Memorandum No. 015, series of 2026, the agency directed that all ceremonies — from kindergarten to senior high school, including Alternative Learning System (ALS) completers — must avoid excessive spending, elaborate outfits, and any form of required financial contribution.
Graduation activities are scheduled on March 30 to 31, following the completion of classes and examinations.
Education Secretary Sonny Angara said the policy aligns with President Ferdinand “Bongbong” Marcos Jr.’s directive to ease the financial burden on households.
“We must ensure that this milestone remains a celebration of achievement rather than a financial ordeal for our parents, especially as we navigate the economic impact of rising fuel costs,” Angara said.
“Our schools must prioritize the welfare of learners by keeping these ceremonies simple, meaningful, and entirely free of unnecessary expenses,” he added.
DepEd reiterated that no fees should be collected for graduation-related activities and that students’ participation must not depend on their ability to pay. Schools are also encouraged to use existing facilities such as campuses or covered courts instead of renting external venues, with allowable expenses to be sourced from Maintenance and Other Operating Expenses (MOOE).
School officials and teachers have been instructed to clearly communicate the guidelines and lead by example in promoting modest celebrations.
DepEd also confirmed that ALS learners who meet curriculum requirements will participate in the rites under the same guidelines, with ceremonies to be held in their respective learning centers.
While ceremonies will be conducted face-to-face, schools have been advised to take precautions against extreme heat, including selecting well-ventilated venues and ensuring proper hydration for attendees. Health practices adopted during the pandemic may still be observed when necessary.
This year’s graduation theme, “Filipino Graduates: Prepared to Lead with Competence and Character,” underscores both academic achievement and values formation.
DepEd estimates that about 1.9 million Grade 6 pupils and 1.8 million Grade 12 students will complete their studies this year./PN
