MANILA – Sen. Richard “Dick” Gordon filed Senate Bill No. (SBN) 1134 seeking to grant President Rodrigo Duterteemergency powers to resolve the country’s problems on illegal drugs and terrorism.
Also called the “National Emergency Against Drugs and Terrorism Act of 2016,” SBN 1134 aims to provide “checks and balances” to Duterte’s legislative-led power.
Citing Article VI, Section 23 (2) of the 1987 Constitution, Gordon said Congress is authorized to set the restrictions and limitations of the President’s emergency power.
“We, in the Congress, should help the President solve many of the problems plaguing the country because it is good for the country, it is good for our people. We don’t win, you don’t win because the people should win,” Gordon said.
The legislator lamented that illegal drugs have affected nearly 4 million Filipinos, of which 1 million are youth.
At least 3,000 drug-related deaths – 1,490 labeled as alleged vigilante killings and 1,510 confirmed police operation-related killings – have also been reported since Duterte’s assumption into office, he added.
Since 2000, there have been 402 bombings in the country. Just recently, 16 people were killed and 71 others wounded after an improvised bomb exploded at the Roxas Night Market in Davao City.
