ILOILO City – Be wary of people who solicit money with a promise that they will be appointed barangay officials. These are scammers.
Report these people to the Department of the Interior and Local Government (DILG) office at the fifth floor of city hall or to the nearest police station, said Mayor Jed Patrick Mabilog.
According to City DILG head Atty. Ferdinand Panes, they received reports “that there are people or organizations soliciting appointments for barangay positions and at the same time solicit money in exchange for barangay posts. These people or organizations are using the name DILG.”
Citing an advisory from DILG officer-in-charge Catalino Cuy, Panes said in exchange of being “inducted”, the supposed inductee must pay P1,000.
DILG does not sanction nor endorse all forms of solicitations regarding appointments to government posts, stressed Panes.
“Please do not entertain or fall prey to these scammers. Ignore (phone) messages which may ask you to give money, favors or any other matter in exchange for appointment to government posts,” read part of Cuy’s advisory.
Panes also said no law states that barangay captains and officials would be appointed.
“Based on Republic Act 10923, the barangay and Sanguniang Kabataan elections are postponed to the fourth Monday of October 2017, unless the law will be once again amended and postponed,” said Panes.
Mabilog’s office also received a letter from Secretary Jess Dureza of the Office of the Presidential Adviser on the Peace Process (OPAPP) warning against persons claiming to be representatives of OPAPP and negotiating to the local government unit (LGU) for PAMANA projects.
Payapa at Masaganang Pamayanan (PAMANA) Programme, one of the development programs of the national government for conflict-affected communities, is being implemented by the OPAPP.
Dureza told Mabilog that OPAPP does not send middlemen or negotiators to have access or to avail projects.
The PAMANA National Programme Management Office and its Area Management Team headed by Undersecretary Ronald Flores, national programme manager, are the ones authorized to transact with the LGU, stressed Dureza. (With reports from the Iloilo City PIO and Philippine News Agency/PN)
