MANILA – President Rodrigo Duterte nominated the late Ilongga senator Miriam Defensor-Santiago as recipient of the Quezon Service Cross.
The Quezon Service Cross is the highest national recognition of outstanding civilian service in the country in memory of the late President Manuel Quezon.
It is granted by the president with the concurrence of the Senate and the House of Representatives.
Duterte requested Congress to approve the posthumous conferment of the award to Santiago.
Santiago “used her considerable talents for the service of the people and our nation while exhibiting remarkable passion, courage and integrity,” the President said in a letter addressed to Senate President Aquilino Pimentel III.
“She inspired generations of Filipinos to aspire for excellence and remain steadfast against any challenge and adversity,” Duterte said.
Only five people have been given the recognition: former presidents Carlos Romulo, Emilio Aguinaldo and Ramon Magsaysay, former senator Benigno Aquino Jr., and the late Interior secretary Jesse Robredo.
The chief executive regarded the feisty Ilongga senator as “an agent of positive and meaningful change in the country.”
Duterte likewise recognized her contribution as a legislator, saying the laws she authored and sponsored “strengthened our fiscal position, promoted reproductive health, preserved the environment, safeguarded our women, enshrined human rights, enhanced our education system, gave greater access to information communications technology, protected against cybercrime, and asserted Philippine sovereignty.”
While in Senate, Santiago authored the Responsible Parenthood and Reproductive Health Act, the Data Privacy Act, the Cybercrime Prevention Act, the Anti-Enforced or Involuntary Disappearance Act, and the Anti-Bullying Act, among others.
“We are glad to receive here in the Senate the formal nomination of President Duterte to bestow our beloved Senator Miriam the Quezon Service Cross,” Sen. Juan Edgardo Angara said.
“We are thankful that the President acted favorably on the request of Senator Grace (Poe) and this representation for her nomination,” said Angara./PN
