MANILA – President Rodrigo Duterte himself recalled the appointment of Ozamiz City police head Chief Inspector Jovie Espenido to Iloilo City, Philippine National Police (PNP) chief Director General Ronald “Bato” Dela Rosa said.
Duterte backtracked in light of clamor from Ozamiz residents for Espenido to stay, Dela Rosa told a news conference on Monday.
“Si Presidente mismo nagbigay ng instruction na huwag na ituloy dahil nga baka ma-demoralize iyong mga tao sa Ozamiz,” Dela Rosa said. “Kaya nagbago isip ni Presidente, na huwag muna nating alisin si Espenido doon.”
“Hindi pa totally stable iyong sitwasyon ng Ozamiz,” he added. “Mahirap din if they will be left hanging after that incident na hindi pa totally na-stabilize iyong sitwasyon ng Ozamiz then tanggalin siya doon, ma-demoralize iyong mga tao.”
Duterte announced on Aug. 28 that he was sending Espenido to Iloilo City where Jed Patrick Mabilog – whom he has linked to the drug trade – was mayor.
Two mayors linked to the illegal drug trade were killed in separate police operations where Espenido was chief of police – in Albuera, Leyte and Ozamiz City.
Espenido was not qualified to head the Iloilo City Police Office as director. He was two ranks lower than the required senior superintendent to lead the police force in a highly urbanized city like Iloilo.
“Sinasabi nila na hindi natuloy dahil under-rank. That’s not a problem. The PNP policy can adjust to the presidential directive,” said Dela Rosa. “So, kung sinabing under-rank, hanapan natin ng paraan.”/PN
