ILOILO City has an ordinance limiting the speed of motorcycles in the name of public safety. It can further strengthen Republic Act 10916, otherwise known as the Road Speed Limiter Act of 2016.
But what happened? It has been almost a year since this lapsed into law. Has the Department of Transportation organized a technical working group which would craft its implementing rules and regulations?
Recklessness or human error remains as the main cause of horrific road mishaps. The Speed Limiter Law requires public utility vehicles, buses and trucks to install a device that automatically prevents them from going beyond the speed of 80 kilometers per hour.
Under this law, public-utility vehicles, cargo trucks, and select private vehicles such as closed vans, cargo trailers, shuttle services or tanker trucks are required to be equipped with speed limiter devices so as not to exceed a pre-set speed limit.
Speed limiters are a combination of mechanical, electronic and/or communications devices that prevent motorized vehicles from exceeding a speed limit which would be set by the Land Transportation Office (LTO) and the Land Transportation Franchising and Regulatory Board (LTFRB).
Under this law, speed limiters becomes a prerequisite for the registration of new public utility vehicles and other vehicles covered by RA 10916 at the LTO and to obtain new franchises at the LTFRB.
Overspeeding is dangerous. Speed limiters can prevent senseless road accidents.
Apart from reducing the possibility of road accidents due to overspeeding, Republic Act 10916 could also help reduce carbon emission and fuel consumption due to over-acceleration. Many drivers do not know that over-acceleration, especially in a traffic situation, can increase fuel consumption and carbon emission.
Speed limiters could be an additional cost but vehicle operators and owners could save more money in the long run; they can better save fuel and their engines would last longer.
