BACOLOD City – Executive Assistant Samuel Montoyo plans to file a case against villages which he said failed to participate in the Business One-Stop Shop (BOSS) at city hall.
Montoyo said he will file the complaint against barangays Felisa, Montevista, Punta Taytay, Villamonte, 1, 2, 3,4, 6, 9, 10, 11, 12, 14, 15, 16, 17, 18, 19, 20, 21, 22, 24, 25, 26, 27, 28, 29, 30, 31, 33, 34, 35, 36, 37, 38, 39, and 40 before the Department of Interior and Local Government (DILG) and the Office of the President.
These 38 out of 61 barangays in the city did not send their “representative” at city hall for the BOSS, according to the Anti-Red Tape Act Core Team.
The BOSS – which aims to make easier and faster the business permit transaction in Bacolod – started operating on Jan. 3. It will run until Jan. 20.
Agencies and offices involved in the business permit application have set up their respective desks for the BOSS.
They are the Bureau of Fire Protection, the City Health Office, the City Permits and Licensing Division, the City Treasurer’s Office Licensing Division, and the City Planning and Development Office Zoning Division.
Mayor Evelio Leonardia on Dec. 19 issued a local executive order requiring all villages in the city to also put up their desks at city hall so the applicants can process their barangay clearances there.
Leonardia’s Executive Order 37 cites Republic Act (RA) 9485, or the Anti-Red Tape Act of 2009.
RA 9485 directs all government offices to improve efficiency in the delivery of government services to the public by reducing the bureaucratic red tape and preventing graft and corruption.
“Red tape” is a term for “excessive regulation or rigid conformity to formal rules that is considered redundant or bureaucratic and hinders or prevents action or decision-making.”/PN
